Minutes of the Parish Council meeting held on Thursday 20.01.11

in the Village Hall, Castle Combe

1. Apologies for absence:

Apologies for absence were received from Cllrs M. King, J. Mackelden, D. Taylor and Unitary Cllr. Mrs. J. Scott

2. Declarations of interest:

There were no declarations of interest

3. Minutes of the meeting held on 25.11.10

These were accepted as a true record and signed by the Chairman.

4. Matters Arising:

A. Area Board Meeting

The Chairman said the last Board Meeting was not attended as there was nothing on the agenda that applied to the Parish.

B. Traffic Calming and Speed Checks

Cllr Bishop reported that his detailed submission to Wiltshire Highways for reducing the speed limit in the upper village to 30mph had been successful. The implementation date depends on budget approval and unlikely to be before April. The proposal is that the limit would extend from just beyond Circuit Motors to Dark Lane. This is dependent upon a site meeting and Cllr Bishop said that at this he would

recommend that all of the existing 40mph limit should be reduced. The meeting congratulated Cllr Bishop on getting this reduction.

C. Parking Review

Cllr Winup said that despite the lack of parking controls being escalated to the Area Board there were still no resources available.

D. Neighbourhood Policing

The Clerk had spoken to P.C. Barham and been told that the organisation of neighbourhood policing was to change and would be discussed at the next Neighbourhood Tasking meeting. He said he had notified Mr Sabin.

E. WCC Parish Improvement Grants – trim tram footpath

The Chairman said this had been successful and the Clerk confirmed the bill had been paid.

F. Cold Weather Plan

Cllr Bishop said the Museum Committee had agreed that the additional supply of salt could be stored in the Museum yard and that the size and manufacturer now needed deciding. The meeting agreed that Cllr Bishop and the Chairman should proceed with the purchase of a suitable storage and a spreading unit with a total cost of approximately £600.  Cllr Bishop agreed to progress Wilts Council to refill the salt bins and supply of the promised new one.

The meeting agreed that the snow removal arrangement with Mr Prior had worked well.

G. Neighbourhood Policing Tasking Meeting

The Clerk said that this would take place at Cllr Meadow’s house The Chase, Leigh Delemare on 28th January starting at 7.00p.m.

H. Emergency Planning Event

The Chairman said a repeat exercise for villagers would be useful and asked Cllr Bishop to include it in the next newsletter together with an offer by the PC to bulk buy the recently advertised sand bags at £2.50 each.

The Clerk told the meeting that to cover the expenditure on the village hall heating etc he had transferred £5000 from the Halifax savings account to the Lloyds current account. This was approved by the Council.

6. Correspondence.

A. Localism Bill

The Clerk said this was getting increasing publicity with particular reference to planning changes and local referendum.  He also said the proposal that Councils disclose any expenditure over £500 was also under debate.

B. Road Closure

The Clerk reported that Dunns Lane and the C151 will be closed alternatively for the weeks from 24th Jan until 4th Feb inclusive (week days only), 9am until 4pm. This is to allow trees to be cleared from power cables.

C. Wiltshire Age Concern – request for donation

The meeting agreed to donate £20.00

8. Unitary Councillor:

Nothing to report.

9.  Playing Field and Circuit Reports

Cllr Mackelden reported that the next CC Circuit meeting is in February and he will bring up the JAPFEST if he does not receive replies to his recent e mails. He said planning was being submitted for an additional sprint meeting for standard road cars.

CC Colts are continuing to maintain the playing fields well and the pitches are well used.

The Clerk reported that he had received a cheque from the Colts covering the insurance and annual rent.

10. Play Areas Report

Cllr Halliday said she has obtained a quotation of £600 for repairing the two ‘springers’ which is half the price of replacing with new ones. The Council agreed she should go ahead with the repairs after first checking with ROSPA that this would be acceptable.

11. Highways Report

The Clerk was asked to contact Kristian Price about the poor road repairs carried out at the entrance to Whitegates.

12. The Village Environment

Cllr Ruggles said that the recycling bins have been tidied up, relabelled and a new notice installed. He was concerned that this was much smaller than anticipated and therefore difficult to read.

13. Whitegates

The Clerk said he had been in contact with Cllr King who had expressed concern about the poor quality of the repair at the Whitegates entrance as per item 11.

14. The Village Hall

The Chairman said that the insulation was complete and it was now intended to install replacement double glazed units and not secondary glazing. Two companies have been approached for quotations.

He said the heating was working well but the radiator for the kitchen still had not been installed.

15. Wood Recycling Centre

Mr Loader asked what action is being taken to remove the poor signage by The Wood Recycling Company on the B4039 bend. The Chairman replied that the company had requested official brown signs are installed but this had been deferred by the Council who are reviewing all signage in the County.

16 Royal Wedding

Cllr Bishop suggested that if the villagers wished to celebrate the forthcoming wedding the Council could consider a financial contribution. The meeting agreed that an item should be placed in the newsletter asking for ideas and volunteers.

17. Date of Next Meeting

This was confirmed as Thursday 17th March 2011 at 7.30p.m.in the Village Hall.
