Minutes of the Parish Council meeting held on Thursday 18.07.19

in the Village Hall, Castle Combe

  1. Matters Arising:

4A. Area Board Meeting and Parish Forum.

Area Board.

The Chairman attended the meeting on 17.07.19 and reported that the Parish Forum was under threat from Wilts Council Executive. The parish representatives at the meeting made it clear that the Parish Forum will continue irrespective of Wilts Council’s views. The Area Board is supportive of the Parish Forum

Cllrs. Jane.Halliday & Hayley.Reeves agreed to attend the next meeting at the Neeld Hall on 7th October starting at 7.30pm.

Parish Forum.

Cllr Winup said the meeting in June was very well attended with 23 Councillors from 15 Parishes. A presentation was given by Diane Ware, Principal Technical Officer, Wilts Council, about ‘My Wiltshire’ and explained that many reports are not acted upon because of volume. He said the local parishes are happy with the Dyson proposals for Hullavington Airfield and that there is now only one PCSO, Charlotte Windle 8235, to cover all of the rural villages.

Cllr Winup said he would attend the October meeting.

4B. Parking Review.

  1. i) Car park Signage.

Cllr Winup said the new signage was being made with all costs born by Wilts Council from their maintenance budget.

  1. ii) Parking statistics

The Chairman said that 55 were booked in May and 24 in June.

4C Footpaths

Cllr Bettles said he still has about one ton of scalpings and together with Cllr Halliday would speak to the Parish Steward to obtain more for the School Lane & Roman bridge footpaths and the Whitegates turning circle. When these are available he agreed to contact the Cotswold Wardens regarding the Roman bridge footpath repairs.

4F. Market Cross

The Chairman said Historic England would be making a grant offer next week and that the estimate for repairs to the second column still kept the overall cost within the agreed budget. He said that before the contract was signed the insurances required by the contractors and Council must be defined by David Newton. The contractors must obtain a highways licence from Wiltshire Council and the bus company’s etc need informing of the work. The total restoration costs including a 10% contingency is now £78963 with the increase mainly due to extra research required by Historic England and income to date of £60600.

4G.Estate yard Licence.

The Council is waiting for confirmation by the estate that movable posts instead of white lines will be acceptable. Cllr Bettles agreed to check.

4M. Speeding on the hill & the School Lane junction.

The Chairman said that the 20mph speed limit has been upgraded to priority one by CATG and that the cost was now being combined with Upper Wraxall reducing the amount to be paid by the Council to £1000. He said the new road markings are underway with the exception of the School Lane junction.  Cllr, Blair said he had discussed this with Mark Stansby, Wilts Council, and agreed that a ‘no right turn’ sign would be installed at the junction.

6B. Congregational Chapel

The Chairman said the new owners of the chapel had confirmed they wanted to buy the car park and would pay the costs of any Council survey fees. He said valuations have been arranged with 2 firms of surveyors. (RICS)  and that the transfer restriction would need reviewing with the Lysley estate.

  1. CC Circuit & Playing Field

CC Circuit – Cllr Mackelden reported that the Circuit was concerned about the traffic problems etc at the race meeting before last and were now paying for a police presence both inside & outside the circuit.. He said there was no progress on the proposal to move the main entrance. The Chairman said if there was no improvement in the traffic problems then it will be necessary ,as on previous occasions, to arrange a meeting with the Circuit, Wilts Council (Ken Oliver) and the Police.

.Playing Field.

Cllr Mackelden reported that there were no problems at the playing field and the CC Colts recent football tournament was very successful. He said the Colts are keen to retain the playing fields as their home and renew the lease. The Clerk confirmed the expiry date is 1st June 2023.

  1. Play Areas

Cllr Prior said the moss was clear and other than the overall state of the paint work on the Whitegates equipment and the wood chippings at the lower village both areas were satisfactory. The Chairman reminded the Council that the ROSPA inspection is due in September and that any potential problems need identifying and fixing before this occurs.

  1. Highways

Cllr Halliday reported:

The late night car racing on the car park is a police matter which she will follow up with Wilts Council

She had asked Wilts Council for ‘no overnight camping’ signs for the car park. The Chairman said that as the occurrence was minimal he though additional signage was unnecessary.

The white lining was nearly complete with the exception of the Shrub & Dunns Lane junctions.

The road sweeping is now on the recently arranged Wilts Council village schedule.

The new marker posts on the river bank will now be installed by a works gang.

The Whitegates boundary hedge has been cut back.

Hedges around the salt boxes need cutting back. Cllr Bettles agreed to contact and help the village steward.

Gully clearing is on the Wilts Council schedule.

There is no village steward attendance in August.

The Chairman asked Cllr Halliday to report to Highways the poor condition of the back lane to Grittleton

  1. Village Environment.

Cllr Prior said that fly tipping was still happening with rubbish being recently dumped on his land which he has to remove himself. The Chairman asked Councillors to let him know where the Wilts Council ‘no fly tipping’ signs have been placed as video monitoring was about to start.

The Chairman said he would discuss the replacement of missing/damaged bins etc with Wilts Council now the locations and condition have been determined.

  1. Whitegates

Cllr Reeves said there were no problems and confirmed a further tidy at Whitegates would take place in the next weeks including the footpath to School lane.

  1. TV. Committee.

The Chairman said the system is working well.

  1. Village Hall

The Chairman said the quarterly checks have been completed and funds stand at £1700. He said there was still an urgent need for a new oven and that he would first look at the one Cllr Bettles said is surplus to the Estate.

  1. Motor Cycle noise – 1 Fairfield UCC

The Clerk said that this has been the subject of an enforcement order by Wilts council instructing the owners to remove the earthworks and return the land to pasture. This has been carried out and any further action will require the complainants to carry out detailed recording of each noise occurrence.

This was confirmed as Thursday 12.09.19 at 7.30 p.m. in the Village Hall.
