Minutes of the Parish Council meeting held on Thursday 18.07.13

in the Village Hall, Castle Combe

1. Apologies for absence:

Apologies for absence were received from Cllrs. G. Ruggles, L. Weir & Unitary Cllr Mrs. J. Scott.  

2. Declarations of interest:

There were no declarations of interest.  

3. Minutes of the meeting held on 16.05.13 and 27.06.13

These were accepted as a true record and signed by the Chairman.

4. Matters Arising:

A. Area Board Meeting

The meeting on 1st July was not attended as there was nothing affecting the Council on the agenda.

 B. Parking Review

The Chairman said that the statistics system was no longer working and there again appeared to be a shortage of wardens. He has requested visits on a Friday evening when there are major problems with illegal parking. .

C. Neighbourhood Policing

The Clerk said that he had not received a report from the police. He said he would confirm the date of the community police meeting.

D. Footpath/pavement – B4039 Whitegates to car park

The Chairman said that following the landowner’s decision not to allow the proposed footpath to cross his land the best solution appears to be the adoption by Wiltshire Council of the footpath from Whitegates to School Lane which would ensure regular maintenance. This option is being considered by the Unitary Council and early indications are favourable.

E. Village Flooding

Cllr.Winup said the draft problem identification report (1 1/2 pages long) has been issued and contained nothing new. It would be discussed at a meeting with the Environmental Agency on 22.07.13

The computer modelling exercise has now been brought forward to this year with the funding being jointly found by the Environmental Agency and Wiltshire Council. He said a meeting took place with the ‘Aquadam’ people who said a dam from the Weavers House to the Old Post Office would cost £9000. It would not solve the problem of rising water and the diverted water could cause further difficulties.

F. Street Scene Workshop

The Chairman reported that he and the Clerk had attended this workshop at Monkton Park and that they had left early having found the presentation very disappointing. None of the list of jobs submitted last March has been completed after constant progressing. The overall impression is that Steet Scene is not working

The meeting agreed to invite Mr. Gray to the next Council meeting.

D. Castle Combe Half Marathon.

The Chairman said he would contact Wilts Council as this event will cause significant local disruption.

 

7. Planning applications

            P.C. Approved:

            Court Cottage – change of use of ground floor

8.Unitary Councillor

Nothing received from Cllr Scott who is on holiday.

9. Playing Field & CC Circuit

Cllr Mackelden reported that the recent football competition was very successful and that the Colts intended to apply to Stanley Park for use of their all weather pitches. The work to paint the outside woodwork was about to start and they are monitoring the fence near the B4039 for possible repair.

He said there had not been a Circuit meeting for 12 months and that he intended to contact the Circuit management to find out the reason…

10. Play Areas

The Chairman said the slit in the surface of the upper area has been repaired and no information had been received from Cllr Harvey about the bark for the lower play area.  

The Chairman said the proposed fence at Whitegates to divide the bus turning circle from the play area has still not been installed.

11. Highways.

Cllr. Bishop said he had been contacted by Cllr Maddocks, Burton and Nettleton PC. about extending the 50 mph speed limit on the B4039 to Burton either side of the Gib. The Council agreed to support the proposal and Cllr Bishop said he would inform Cllr Maddocks accordingly.  

12, Village Environment

The footpath from School Lane to the village need tidying up before winter and The Chairman said he would speak to the Golf Course management again.

He said the recycling centre was being used for tipping large quantities of household and commercial waste and he asked the Clerk to discuss with Wilts Council waste management the process for having it removed. A note is to be place in the village newsletter explaining the problems and consequences.

The Chairman said he would investigate the provision of ‘dog no fouling’ signs as the trim tram footpath was becoming dangerous for children.    

13 Whitegates

The Clerk said the golf course hedge was overgrown and needed cutting back.   

14.Village Hall

Cllr Winup said all of the mandatory checks had been alright. He said he would contact Mr Roberts about the ivy whish was growing over the top of the hall roof.

15. Date of next meeting.

This was confirmed as Thursday 26th September 2013 at 7.30 p.m. in the Village Hall.
