Minutes of the Parish Council meeting held on Thursday 16.01.20

  1. Matters Arising:

4A. Area Board Meeting and Parish Forum.

Area Board.

Cllrs. Prior said he would attend the meeting to be held at Sheldon School on 3rd Feb 2020.

Parish Forum.

Cllr Winup said he would attend the meeting to be held on 26th Feb 2020.

4B. Parking Review.

  1. i) Car park Signage.

Cllr Winup said the new signage is now complete and the yellow and white road markings would be repainted in the spring.

The Clerk said he had received a letter of thanks from one of the people ticketed for parking on the

grass area of the Dunns Lane car park for trying to get the fine lifted.

  1. ii) Parking statistics

The Chairman said that one was booked in November and 9 in December.

4C Footpaths

The Chairman said the golf course staff are ready to lay scalpings on the school lane footpath and asked Cllr Halliday to liaise next week with the Parish Steward to obtain a further supply for delivery to Cllr. Bettles.

4F. Market Cross

The Chairman said the roof was almost complete including the refurbished pinnacle, but additional work has been necessary to two columns and the plinth and the figures below exclude a possible further £1200 for possibly pinning the columns to minimise damage if a vehicle crashed into them. The necessity for this is to be determined at a meeting with the contractors next week.

Final contractors cost likely to be £77400 against the original quote of £69800 with the latter being £4000 lower than the original 2018 estimate. The estimated final cost is now £88000 of which £50000 has been paid to date plus £9940 reclaimable VAT. The overall cost including the original investigatory phase will be £100500 to date. The Pilgrims trust grant of £10000 has been received and £19000 transferred from the Shawbrook contingency account. The Leche Trust grant of £3000 and the English Heritage grant including hopefully 50% 0f the £9625 shortfall cannot be claimed until the end of February 2020 which lines up with completion timescale.

The meeting agreed that on completion there should be an opening ceremony to thank those who have supported the restoration.

4G. Estate yard Licence.

Cllr Winup said the Estate is happy with the wooden plaques and can be removed from the agenda.

4M. Speeding on the hill & the School Lane junction.

The Chairman reported the 20mph speed limit will be installed early in the new year with the Parish contributing £1000 approx.

4N. Congregational Chapel

The Chairman said the Estate has traced the overall deeds of which the playing fields and chapel car park form a part. This should enable an Extract of Title to be prepared to enable first registration under a possessory title. The Solicitors, Jeary & Lewis, are acting for the Council and will give a progress report shortly. Their charges are estimated as being between £500-1000.

4O. Financial standing orders.

4P. Colour slides.

Cllr Halliday agreed to try to get them printed.

The Clerk said that these needs repairing as the doors are sticking badly. The meeting agreed that the Clerk should arrange the necessary work.

6 Correspondence.

6A. Wilts Council – briefing note 20.01 – Community Governance Review.

The Clerk said that this listed the parishes etc in which the electoral boundaries will be reviewed during the next nine months.  The only local one being considered is the boundary between Yatton Keynell and Chippenham Without. Those proposed by Grittleton, Nettleton & Yatton Keynell parishes might get reviewed next year. He said the proposal by Chippenham Town Council to extend their boundary past the A 350 to include Chippenham rugby club etc is causing concern in local parishes.

  1. CC Circuit & Playing Field

CC Circuit – Cllr Mackelden reported that the liaison meeting had not yet been arranged.

Playing Field – Cllr Mackelden reported that there are no problems.

  1. Play Areas Cllr Prior said he had checked both areas and commented that at the Whitegates area he had applied an Algon equivalent and that at the lower are the wood chippings were adequate but needed levelling again under the swings.
  2. 1 Highways

Cllr Halliday reported that:

The gullies on the hill continue to be regularly cleared.

The white lines at the Shrub junction have been repainted.

The new marker posts on the riverbank have been installed and she will contact Wilts Council about those without reflector plates.

The river is undercutting the road quite badly by the toilets and will be reviewed by Wilts Council next week.

The boy racers are continuing to cause problems on Dunns Lane car park causing significant noise and damaging the surface. She has discussed this with Jo Pattinson, Wilts Council, who said that gates are impractical and that she also is in contact with the police with little response.

The sunken drains etc have been reported to Highways. Highways.

Cllr Winup said the repairs to the Butter Cross have now been completed and will be paid for by the driver concerned when an invoice is received.

  1. Village Environment.

Cllr Prior said there was little to report and would again contact Wilts Council, Fee. Waind about the damage bin at Shrub corner.

  1. Whitegates

Cllr Reeves said the tarmac footpath to School lane was very slippery.  Cllr Winup said the responsibility for this footpath was not clear as it had been created for the school on a limited lease from the estate which has now expired. Cllr Reeves agreed to contact Wilts Council about the large tree that has fallen on the Whitegates playing field.

  1. TV. Committee.

The Chairman said there are no problems at present and invoices are being issued at the same price as last year.

  1. Village Hall

The Chairman said that the hall has been allocated the April Circuit car boot sale. Cllr Reeves agreed to organise it again.
