- Matters Arising:
4A. Area Board Meeting and Parish Forum.
Area Board.
Cllrs. Sam Bettles & Hayley. Reeves agreed to attend the next meeting at the Neeld Hall on 7th October starting at 7.30pm.
Parish Forum.
Cllr Winup said he will attend the meeting on 23rd October at St Mary Magdalene Hullavington.
4B. Parking Review.
- i) Car park Signage.
Cllr Winup said the new signage should be complete this month with thanks to Wilts Council for bearing the cost from their maintenance budget. This will include the signage for School Lane. The road markings should be complete by the end of September with the yellow lines and the junction at Shrub outstanding.
- ii) Parking statistics
The Chairman said that 30 were booked in July and 55 in August.
4C Footpaths
Cllr Bettles and Halliday agreed to progress the delivery of scalpings with the Parish Steward for repairs to the Whitegates turning circle, golf course and roman bridge foot paths.
Cllr Winup said he would speak to the Golf Club.
4F. Market Cross
The Chairman said the grant of £18552 from Historic England has been received and contracts signed with Minerva Stone Conservation Ltd. He said the contract lead time is four months which might be less dependent upon any unforeseen problems occurring.
The total contract cost is £69800 including contingencies plus professional fees of £9352 giving a total of £79152. This excludes the investigatory phase costing £11863 which has been paid giving an overall total of £91015.
The total of grants and donations received is £68498 from Historic England £27898 which includes investigatory costs, Wiltshire Council £20000, Pilgrim Trust £10000, Leche Trust £3000, Manor House Hotel £5000 and Film Companies £2600. The balance of £22517 is from Parish Council reserves of which £2337 was paid towards the investigatory phase leaving £20180 outstanding. A possible further filming donation of £2500 could reduce the latter figure.
He said that the iron rod supporting the finial at the top has corroded and will need replacing with stainless steel and the estimate that 25% of the tiles will be reusable may be optimistic. This will mean revised costs could be required for 100% replacement and renovating the finial.
The unpaid grants will be claimed in stages during the restoration and the first payment milestone will be for the scaffolding.
The contractor has confirmed his insurance is in place and a joint Council/contractor insurance has been arranged with our insurers, the Zurich.
4G.Estate yard Licence.
The Estate has agreed in principal to movable posts for the car parking places instead of white lines which the Chairman will progress.
4M. Speeding on the hill & the School Lane junction.
The Chairman reported that CATG will implement the 20mph speed limit once the legal formalities are complete with the Council contributing 25% of the cost (£1000approx.).
6B. Congregational Chapel
The Chairman said the playing field and car park are unregistered land and the estate records are being checked for sale details. If nothing is found then separate affidavits may be necessary to confirm Council ownership which will delay the sale of the car park land.

6A. S John’s Ambulance – request for donation
The Council agreed to donate £30.00
6B. Ben Prior – Nativity Drama – December 19
The Council agreed to support the use of the car park for the event and recommended that Ben contacts Wilts Council parking services and health & safety.
6C. Cotswold Wardens – footpaths
John Walker says that a number of the footpaths on the estate need attention with removal of dangerous branches and replacement of handrails. Cllr Bettles said he was supportive of the Wardens carrying out the necessary work on the Estate and the Council noted that the wardens will carry out work on footpaths anywhere in the Parish. The Clerk said he would contact Mr Walker.

- CC Circuit & Playing Field
CC Circuit – Cllr Mackelden reported that there has been no liaison meeting. He would like any feed back from last Saturday’s Forge Club meeting as the traffic was very bad and he had heard some revving cars which could have been unsociable driving but has not received any messages.. There was a police presence at the circuit and in Yatton Keynell with circuit marshals at the sharp bend in Upper Combe. Cllrs Halliday & Bettles confirmed the traffic was very bad with jams stretching back to the Gibb where significant unsociable driving occurred.
Playing Field – Cllr Mackelden reported that there are no problems and the new season has started.
- Play Areas
The Chairman said the recent ROSPA report had identified the known problem areas placing them in the low category. H e said that Cllr Mackelden had respread the wood chippings in the lower play area since the inspection which had commented on deficiencies in this area.
- Highways
Cllr Halliday reported that she has spoken to Wilts Council about the late night car racing on the car park and been told it’s a police matter and that to prevent overnight camping a gate would be the answer but not justifiable unless the camping becomes excessive. She confirmed that new marker posts on the river bank will be installed by a Wilts Council works gang and will ask David Arnage for a completion date.
The hedges around the salt boxes will be cut back by the Parish Steward and Cllr Bettles confirmed that when adjacent to the Estate the greenery could be disposed of over the hedge.
- Village Environment.
Cllr Prior reported that he had removed the fly tipping from his land.
The Chairman said he had discussed the replacement of missing/damaged bins etc with Wilts Council and had repaired the lids of a number. He said he would notify Howard Greenman where the fly tipping signs were located
- Whitegates
Cllr Reeves said there were no problems and confirmed a further tidy at Whitegates would take place in the next weeks including the footpath to School lane.
- TV. Committee.
The Chairman said there are no problems at present.
- Village Hall
The Chairman said that the year to date has been excellent with net income of £1319 even after the purchase of the new oven (£928.95 incl VAT). He said a cash back incentive of £150 should be received from Belling in due course.
He thanked Cllrs Hayley Reeves and Jane Halliday for organising a very successful car boot which raised over £800 to be split between the Village Hall & St Andrews Church.
- Archive old minutes & accounts.
The Clerk reported he had deposited the Council minutes 2000-2010 at the Wiltshire Heritage Centre and had researched the minutes back to 1954 for information about the playing field and market cross conveyances but found no useful information.
- Financial Standing Orders.
The Chairman said he and the Clerk would review the NALC document and make proposals.
